Milestone Requirements Summary

Milestone 1 Requirements

Corporate Consumption Inventory Requirements

The corporate consumption inventory is a list of all council water accounts and some key information about each of those accounts.  This inventory is stored in a tool developed by ICLEI Oceania called the “Inventory Tool”.

To meet the requirements of Milestone 1, your corporate consumption inventory tool needs to include the following:

  • A minimum of two financial years of water consumption data sourced from the water authority by council;
  • The following information entered into the inventory tool for ALL accounts for ALL years;
    • Common name to quickly identify the account;
    • Facility type selected from the seventeen Water Campaign™ facility types;
    • Indicator information for required indicators; and
  • The remainder of the inventory tool columns should be completed for each account where they are relevant;
  • Clear explanatory notes for any missing or unusual data; and
  • Explanatory notes for any account recording a change in consumption of 50% and over between any two years.

To assist with data analysis and knowledge management, council should include notes explaining any unusual features that are identified whilst undertaking the inventory.

If not present, ICLEI Oceania may ask council to provide notes explaining any other unusual features of the inventory.

Community Consumption Inventory Requirements

    The community consumption inventory is a summary of residential and non-residential water consumption data categorised by sector.

    To meet ICLEI Oceania’s requirements for community conservation Milestone 1 your council will need to;

    • Receive a minimum of two years of community consumption data. This data is sourced from the water authority by ICLEI Oceania and provided to council.
    • Complete the Water Campaign™ community analysis workbook.

    Corporate Water Quality Inventory Requirements

      The Water Quality Gap Analysis Checklists assess current local government practice in seven Water Quality management areas.

      To meet the requirements of Milestone 1, your council needs to complete the corporate Water Quality Checklist and ensure:

      • Every question in the Corporate Water Quality Checklists is completed.
      • Three priority areas are identified (the three areas must be selected from, and worded exactly the same as, the seven ICLEI Oceania Water Quality areas).
      • The Chief Executive Officer signs the checklist.

      Community Water Quality Inventory Requirements

      The water quality gap analysis checklists assess current local government practice in seven water quality management areas.

      To meet the requirements of Milestone 1, your council needs to complete the community Water Quality Checklist and ensure:

      • Every question in the Community Water Quality Checklist is completed.
      • Three priority areas identified (the three areas must be selected from, and worded exactly the same as, the seven ICLEI Oceania Water Quality areas).
      • The Chief Executive Officer signs the Checklist.

      Milestone 1 Summary Report completed and sent to ICLEI Oceania.

      Milestone 2 Requirements

      Corporate and Community Water Conservation

      • Expressed as a percentage reduction
      • Reflects the Milestone 1 base year
      • Sets a target year for goal achievement
      • Endorsed by council in this format

      Examples:

      To reduce Corporate water consumption by 30% below 2008/09 levels by 2018/19.
      To reduce Community water consumption by 15% below 2007/08 levels by 2016/17.

      Corporate and Community Water Quality

      • Minimum 50 points - contact your Water Campaign State Manager for example actions
      • Sets a target year for goal achievement
      • Base year = year of joining the Water Campaign
      • Endorsed by council in this format
      • Relevant to both corporate and community modules

      Examples:

      To implement 70 points of corporate water quality actions by 2017
      To implement 65 points of community water quality actions by 2018

      Milestone 3 Requirements

      Corporate and Community, Water Conservation and Quality

      The local action plan must contain the following six sections;

      • Introduction to context of water management
      • Baseline profile
      • Statement of water management goal
      • Outline of existing actions and policies
      • Implementation list
      • Commitment to monitoring and review

      The Local Action Plan must be endorsed or adopted by council.

      Milestone 4 Requirements

      Corporate Water Conservation

      • Implement at least 50% of the corporate water conservation goal since the base year.

      Corporate Water Quality

      • Implement at least 50% of the corporate water quality goal since the year of joining the Water Campaign™.

      Community Water Conservation

      • Implement actions and provide information about the outcomes of these actions.  Actions presented at Milestone 4 are those that have been fully implemented since the base year established at Milestone 1.  At least one action must be quantified.

      Community Water Quality

      • Implement at least 50% of the community water quality goal since the year of joining the Water Campaign™.

      At Milestone 4, Councils are required to report their implemented actions to ICLEI Oceania annually, for a minimum of 2 years.

      Milestone 5 Requirements

      Corporate Consumption Inventory Requirements

      • A minimum of two financial years of water consumption data sourced from the water retailer by council and entered into the Water Campaign™ Inventory Tool.

      ALL records, in ALL years provided, include the following;

      • Consumption (KL);
      • Consumption Cost ($);
      • Other Costs ($);
      • Indicator information (specific to each facility type);
      • Assigned a Water Campaign™ facility type;
      • Structure of the cost information is clearly explained in the note fields;
      • Sites demonstrating a change in consumption of 50% and over between any two consecutive years from base year must be explained within the notes section of the record;
      • Clear explanatory notes provided for any missing data; and
      • Clear explanatory notes for facility types not containing records.
      • Actions implemented since Milestone 4 quantified and recorded in the Actions Workbook.

      Community Consumption Inventory Requirements

      • Two years of community consumption data sourced from the water retailer by ICLEI Oceania and provided to council.
      • Actions implemented since Milestone 4 quantified, recorded and reported to ICLEI Oceania.

      Corporate Water Quality Inventory Requirements

      • Actions implemented since Milestone 4 quantified, recorded and reported to ICLEI Oceania;
      • Three priority areas reassessed (the three areas must be selected from, and worded exactly the same as, the seven ICLEI Oceania categories);
      • Chief Executive Officer sign off.

      Community Water Quality Inventory Requirements

      • Actions implemented since Milestone 4 quantified, recorded and reported to ICLEI Oceania;
      • Three priority areas reassessed (the three areas must be selected from, and worded exactly the same as, the seven ICLEI Oceania categories);
      • Chief Executive Officer sign off.

      Milestone 5 report

      The Milestone 5 report should include;

      • Endorsed statement by Mayor, CEO or Council;
      • Presentation and analysis of re-inventory data;
      • Presentation and analysis of actions data since base year;
      • Tracking towards the reduction goal;
      • Planning of future goal setting for water conservation and water quality and action planning.

      Councils are required to provide a Case Study at Milestone 5 and report their post M5 implemented actions to ICLEI Oceania annually.
