Integrated Municipal Waste Management in Ramnicu Valcea

The city of Ramnicu Valcea (Romania) implemented a new system of waste management to improve the city’s sanitary and aesthetic conditions, to promote public health and a clean environment while at the same time restructuring to conform to European standards.

The initiative began with setting up pre-collection points, their construction financed by residents.  Selected commercial companies are responsible for collection of solid waste from designated collection points, and the municipality manages the landfill.  

The companies involved in waste collection trained their staff in the new waste management system.  A pilot project involving 1,260 households was introduced and the residents undertook to separate waste at source.  At the same time residents and the local authority identified a new landfill after a series of consultations and mutual consensus.  Organic waste was turned into compost through vermin-composting.  The German Government provided three trucks, which were used, for the first modern collection sites.

As information dissemination is an important component in improving waste management, a website was created providing information on waste management and the results of the program, among other information.  Additionally, intensive information campaigns were carried out to raise public awareness about waste management, and ecology classes were added at schools.

Waste management approaches also reduce transportation-related emissions and overall energy savings by reusing items that would otherwise have to be manufactured. Also, a dependence on landfills can be reduced through waste prevention and recycling measures, resulting in the further elimination of greenhouse gas emissions.
