Moving Tshwane

A public transport implementation framework was recently completed in Tshwane.

Called Moving Tshwane, the implementation framework has been developed to delineate the required steps to implement a high-quality, integrated public transport network across the breadth of the Tshwane Metropolitan area.

Completed at the request of the Executive Mayor of Tshwane, Dr. Gwen Ramokgopa, the framework’s development was a collaborative effort between both local and international organizations, as well as the internal staff of the city of Tshwane’s Transport Development Division.

The plan seeks to outline the vision and steps required to implement a public transport system that integrates all modes - rail, bus, minibus and non-motorized transport options - into a seamless and high-quality network.

The development of such a network is seen as particularly crucial to meeting the city’s obligations in successfully holding the events related to the 2010 World Cup.

The document describes the actions required to:

  • provide a full network covering the expanse of the city of Tshwane with appropriate services based on rail, road, and non-motorized options;
  • assure actual implementation of the system within the necessary timeframes; and
  • deliver a system of sufficiently high quality that will both attract existing car users and greatly enhance the travel experience of current public transport customers.


Private and commercial vehicles are a leading source of greenhouse gas emissions and other pollutants.  Reducing vehicle use and using alternative forms of transportation and alternative fuels are some approaches to reducing these vehicular emissions.  For more information, please visit www.iclei.org/ccp.
