Despite the fact that experts and politicians have agreed on the seriousness of climate change, the manner in which people and ecosystems will have to cope with natural disasters is still uncertain. To overcome this gap and in response to the needs of its Members, ICLEI added in 2006 the topic of adaptation to its Strategic Plan.

In 2009 ICLEI became a partner of the UNFCCC Nairobi Work Programme on  Adaptation and was recognized as the first local government network in this field.

Resilient Cities
, a series of annual international congresses on cities and adaptation to climate change and organized back to back to the UNFCCC Climate Talks in Bonn, was successfully launched in May 2010. The event is organized by ICLEI and co-hosted by the World Mayors Council on Climate Change and the City of Bonn. In 2010 and 2011 Resilient Cities congress also hosted the Mayors Adaptation Forum, the leadership segment of the event, which resulted in the Mayors Declaration.

The outcomes of the most recent Resilient Cities congress are highlighted in the Resilient Cities 2012 congress report.

Resilient Cities 2013 will bring the key message of the 2012 congress forward. Taking place from 28 May to 2 June 2013 in Bonn, Germany, the congress will explore the concept of broader resilience from different angles and sectors and how these can contribute to comprehensive solutions. Once again it will provide a perfect networking opportunity for all actors in the field of cities, urban resilience and adaptation to climate change.
