Cities for Climate Protection (CCP) Campaign
Initiated in 1993, the Cities for Climate Protection (CCP) Campaign is the first international initiative that aims to facilitate emissions reduction of local governments through a five milestone process of measurement, commitment, planning, implementing and monitoring. 
As of 2009 the CCP Campaign has grown to involve more than 1000 local governments worldwide that are integrating climate change mitigation into their decision-making processes.

The CCP Campaign assists cities to adopt policies and implement quantifiable measures to reduce local greenhouse gas emissions, improve air quality, and enhance urban livability and sustainability.

Local governments join the CCP campaign by passing a resolution pledging to reduce greenhouse gas emissions from their local government operations and throughout their communities. To help cities achieve their goals, ICLEI then assists the cities to undertake the CCP's five milestones.

Within the CCP Campaign, ICLEI has developed greenhouse gas emission accounting tools specifically tailored to the needs of local governments. One of these is the Harmonized Emissions Analysis Tool (HEAT).
